INTERNATIONAL WOMEN’S DAY, CHIANG MAI, MARCH 08, 2014

“CHANGE THE VIEW”

Today, on International Women’s Day, March 8th 2014, we stand together as women – and call on our governments, our employers, our families and communities to take a step back and really look at us:  to consider who we are, see what we do and hear what we demand.  We invite you to see us, as women together, unified in our strength, in our will for change, and in our view of a society where women are seen as leaders, creators, change-makers and rights bearers. We invite you to CHANGE THE VIEW of women as you see us today!

Too often –society sees women’s work as second class – we are undervalued, underpaid and our work is often invisible.   In a world of inequality, where 85 people in the world now own more than the poorest 3.5 billion, women constitute 70% of the world’s poor.  Many of us work in industries where there are low wages, no labor rights protections and high levels of exploitation. We are often forced to work or migrate for low paid jobs just to support our families and communities.  As domestic workers women earn meager wages, are denied the most basic labour rights protections and subjected to abuse.  Women, who work in the garment industry, will make less in an entire year than one of the world’s richest people makes every second. Women who work in the sex industry are criminalized and society uses outdated laws which fail to recognize sex work as work and the role of sex workers as heads of family. Women’s work in caring for and supporting our families and managing our households is undervalued and unpaid in almost every community where we live and work.

Too often, our society sees women as victims without human rights and turns a blind eye to violence against women and girls.   Violence against women is normalized and as prevalent as ever at all levels of society and in all communities.  Women and girls face violence in the home, on the streets, violence perpetrated by family members, by community leaders, by police, and by the military – often without protection or justice.  Our governments continue to fail in their obligations under CEDAW to promote and protect our basic human rights of safety and security and non-discrimination.

Too often, our society views women as second class citizens and fails to recognize our basic rights to citizenship, health and education.  Many indigenous women in Asia are still denied basic citizenship rights, including the collective rights of indigenous peoples to our lands and resources, and the right to citizenship for us and our children.  Indigenous women, migrant women and sex workers face widespread discrimination by employers, government officials, schools and health clinics, and many women cannot access decent education for us or our children, or basic health treatment including life-saving HIV treatment.

Too often, the rights of women are seen as unimportant, especially if our rights stand in the way of the global development agenda. Indigenous, rural and poor women in Asia continue to face serious challenges for legal recognition and exercise of our collective rights under the UNDRIP and CEDAW. Indigenous women and rural women are being forced off our land to make way for dams, conservation projects, agri-business and corporate development projects. We are losing access to our forests and natural resources and facing forced displacement brought about by development aggression.

Too often, women are not seen and our voices are not heard by decision-makers.  Women are under-represented as politicians, law makers, in military, in government, in institutions of law and business, and in community leadership forums. We are excluded and marginalized from policy discussions on peace, security and economy and our views and concerns become invisible.  

 

Now in 2014 – we call for a CHANGE! It is time for women to be SEEN and HEARD!  It is time to CHANGE THE VIEW.

 

We want to change the view of the current global development paradigm – enforced by 1% of the elite in societies – that perpetuates inequalities of wealth, resources, and power between countries, between rich and poor and between men and women.

We want to change the view of justice for all women.  We want society to stand tall against the deep injustices for women, and for the people and women’s movements to rise, unite and demand development justice.  We want to see women have control over our land and resources, to have guarantees for our rights for decent work and a living wage, to be able to feel safe in our homes and our communities, and to be able to make decisions over our own bodies, sexuality and lives.

We want to change the view of society for sex workers and ask society to open their eyes to see us in a new way and hear our true voices.  To recognize that sex work is work so we can end the stigma and discrimination against us.

We want to change the view of society for migrant women – so that we are treated with respect, without discrimination and that domestic work and other non-formal sectors are viewed as acceptable work under the labour law so that all women workers will be protected.

We want an end to the gender oppression and exploitation of indigenous women and girls within the customary laws, practices and belief of indigenous peoples as well as within dominant society.

We want appropriate access to health services for women living with HIV. We want our society to provide more options and support for women’s roles in our own health management. Moreover, we want services from the government to also reflect the holistic needs of sexual health among women living with HIV.

We want to see our governments held accountable for the development and implementation of national and international laws and policies that uphold the rights of women and girls and promote equality and justice. 

As women today – we come from different places and positions, from different nationalities and ethnicities, from different beliefs and experience – yet our vision to CHANGE THE VIEW adds strength to our solidarity as women.  We invite our society to change their view – to join us today – to SEE our strength, to acknowledge our diversity, to respect our differences – and to heed our demands for change.

วันสตรีสากล 8 มีนาคม 2557 เชียงใหม่

“มองใหม่ให้บวก+จริง”

 

วันนี้ 8 มีนาคม 2557 เป็นวันสตรีสากล พวกเราเหล่าผู้หญิงมารวมกันเพื่อเรียกร้องต่อรัฐบาล, นายจ้าง,  ครอบครัว และ ชุมชนของเรา ให้ทบทวนและพิจารณาว่าเราเป็นใคร ให้มองสิ่งที่เรากระทำ, และให้รับฟังสิ่งที่เราเรียกร้อง โปรดมองเราในฐานะผู้หญิงที่มารวมตัวกันแสดงพลังความมุ่งมั่นที่จะเปลี่ยน แปลงความคิด ทัศนคติ มุมมองของสังคมที่มีต่อผู้หญิง ว่าเป็นผู้ที่สามารถก้าวเป็นผู้นำ เป็นผู้สร้างสรรค์ เป็นผู้นำมาซึ่งความเปลี่ยนแปลงและเป็นเจ้าของสิทธิอันชอบธรรม เราขอเชิญชวนทุกคนเข้ามาร่วมเป็นส่วนหนึ่งของการเปลี่ยนแปลงครั้งนี้ ตามสโลแกนของเราคือ“มองใหม่ให้บวก+จริง”

บ่อย ครั้งที่ผู้หญิงถูกมองว่าเป็นประชากรชนชั้นสอง สังคมลดทอนคุณค่าตัวตนของเรา เอาเปรียบเราและจ่ายค่าจ้างน้อยกว่าค่าจ้างขั้นต่ำ งานที่เราทำถูกหาว่าไม่สลักสำคัญ เพราะความไม่เท่าเทียมที่ดำรงอยู่บนโลกใบนี้ เห็นได้จากคนรวย 85 คน มีทรัพย์สินรวมกันมากกว่าคนจน3.5พันล้านคน ซึ่งในจำนวนนี้ 70 เปอร์เซ็นต์เป็นผู้หญิง มีผู้หญิงจำนวนมากที่ได้รับค่าแรงไม่เป็นธรรมจากการทำงานในโรงงานอุตสาหกรรม อีกทั้งไม่ได้รับการคุ้มครองสิทธิแรงงานแต่ถูกเอาเปรียบเป็นอย่างมาก เราผู้หญิงมักถูกบังคับให้ต้องอพยพหรือยอมทำงานที่ถูกขูดรีดเพราะเราต้องหา เลี้ยงครอบครัวและชุมชน โดยเฉพาะผู้หญิงที่รับจ้างทำงานบ้านที่ได้ค่าแรงน้อยมาก และไม่ได้รับการคุ้มครองสิทธิแรงงาน หรือผู้หญิงที่ทำงานในโรงงานทอผ้าที่ได้ค่าตอบแทนในปีหนึ่งรวมกันแล้วยัง น้อยกว่ารายได้ของคนที่รวยที่สุดได้รับในหนึ่งวินาที  หรือผู้หญิงที่ทำงานในอุตสาหกรรมทางเพศถูกกล่าวหาเป็นอาชญากร อีกทั้งสังคมใช้กฎหมายล้าหลังที่ไม่ยอมรับว่างานบริการคืออาชีพ อีกทั้งปฏิเสธว่า ผู้ทำงานเป็นพนักงานบริการก็สามารถเป็นผู้นำและดูแลความเป็นอยู่ของครอบครัวได้ เกือบทุกสังคมยังมองว่างานที่ผู้หญิงดูแลความเป็นอยู่ภายในบ้านและเกื้อกูลครอบครัว เป็นงานที่ไม่สร้างรายได้ หรือจะกล่าวให้เจ็บช้ำว่า เป็นงานที่ไร้คุณค่า

หลายครั้งที่สังคมยังมองผู้หญิงเป็นเหยื่อและเมินเฉยต่อสิทธิมนุษยชนของผู้หญิง ความมืดบอดนี้นำไปสู่การเอาหูไปนาเอาตาไปไร่เมื่อเกิดความรุนแรงขึ้นกับผู้หญิงและเด็ก การใช้ความรุนแรงต่อผู้หญิงและเด็กกลายเป็นสิ่งปกติในทุกสังคมและชุมชน ผู้หญิงและเด็กต้องเผชิญความรุนแรงทั้งในบ้านและบนท้องถนน ผู้ที่ใช้ความรุนแรงเป็นได้ทั้งสมาชิกในครอบครัว ผู้นำชุมชน ตำรวจหรือแม้แต่โดยทางการทหาร โดยผู้เสียหายของความรุนแรงนั้นไม่ได้รับการคุ้มครองหรือความยุติธรรม อีกทั้งรัฐบาลมีความบกพร่องในหน้าที่การสนับสนุนอนุสัญญาว่าด้วยการขจัดการเลือกปฏิบัติต่อสตรีในทุกรูปแบบหรือ CEDAW ที่ในทางปฏิบัติต้องคุ้มครองและสร้างจิตสำนึกในเรื่องสิทธิมนุษยชนขั้นพื้นฐาน เพื่อความผาสุก ความมั่นคงในชีวิต โดยปราศจากอคติและการเลือกปฏิบัติ

หลายคราที่สังคมยังมีอคติว่า ผู้หญิงเป็นพลเมืองชั้นสอง และมองข้ามสิทธิพลเมือง สิทธิทางการรักษา และการศึกษาของผู้หญิง  ผู้หญิงชนเผ่าจำนวนมากในเอเชียยังถูกสังคมปฏิเสธสิทธิพลเมืองขั้นพื้นฐาน รวมทั้งถูกปฏิเสธสิทธิในที่ดินและทรัพยากร ถูกปฏิเสธสิทธิในการเป็นประชาชนของผู้หญิงชนเผ่าและลูกๆของพวกเธออีกด้วย  ผู้หญิงชนเผ่า ผู้หญิงข้ามชาติ และผู้หญิงพนักงานบริการต่างถูกเลือกปฏิบัติโดยนายจ้าง เจ้าหน้าที่รัฐ สถานศึกษาและ สถานพยาบาล เราผู้หญิงและลูกของเราถูกกีดกันไม่ให้เข้าถึงการศึกษา หรือแม้แต่การรักษาพยาบาลผู้อยู่ร่วมกับเชื้อHIV

หลาย หน ที่สิทธิของผู้หญิงถูกมองว่าเป็นเรื่องที่ไม่สำคัญ โดยเฉพาะสิทธิระดับสากล ผู้หญิงชนเผ่า ผู้หญิงชนบท ผู้หญิงยากจนต้องเผชิญกับวิกฤตด้านกฎหมายและการอ้างสิทธิร่วมทางการเมืองไม่ ว่าจะเป็นปฏิญญาสากลว่าด้วยสิทธิของชนเผ่าพื้นเมืองหรือ UNDRIP และอนุสัญญาว่าด้วยการขจัดการเลือกปฏิบัติต่อสตรีในทุกรูปแบบหรือ CEDAW ผู้หญิงชนเผ่าต้องเผชิญกับการกดดันให้อพยพออกจากพื้นที่พักอาศัยเพื่อทางการจะได้สร้างเขื่อน เริ่มโครงการอนุรักษ์ หรือโครงการว่าด้วยการร่วมมือพัฒนาและธุรกิจการเกษตร ก็เท่ากับว่าผู้หญิงเราถูกกีดกันการเข้าถึงและการจัดการทรัพยากรธรรมชาติ และต้องเผชิญกับปัญหาการบุกรุกพื้นที่ของทางการที่มาพร้อมกับวาทกรรมการพัฒนา

จนจะกลายเป็นเรื่องปกติที่สังคมไม่เห็นหัว ไม่ฟังเสียงของผู้หญิง อีกทั้งพื้นที่ทางสังคมสำหรับผู้หญิงยังมีน้อย ไม่ว่าจะเป็นพื้นที่ทางการเมือง กฎหมาย ทหาร หน่วยงานรัฐ สถาบันกฎหมายและธุรกิจ หรือแม้แต่ในเวทีผู้นำระดับชุมชน เราผู้หญิงถูกกีดกันและเบียดขับจากการมีส่วนร่วมทางการเมืองที่จะกำหนดสันติภาพ ความมั่นคงปลอดภัย และสถานภาพในการดำรงชีวิต ความคิดและความต้องการเหล่านี้ของเราไม่ได้รับการใส่ใจจากสังคมเลย

 

ปีนี้ เรามาเรียกร้องเพื่อการเปลี่ยนแปลง! เพราะถึงเวลาแล้วที่การกระทำของผู้หญิงจะได้รับการมองเห็นและ

เสียงของผู้หญิงจะได้รับการรับฟัง! มันเป็นเวลาที่จะ

“มองใหม่ให้บวก+จริง”

เราต้องการเปลี่ยนมุมมองต่อกระบวนทัศน์ของโลกสมัยใหม่ ที่มิใช่เพียงรับอิทธิพลจากชนชั้นนำชั้นสูงที่มีอยู่เพียง 1 เปอร์เซ็นต์ในสังคม แต่ยังเอื้อต่อการคงอยู่อย่างไม่มีวันสิ้นสุดของความไม่เท่าเทียมในทรัพย์สิน การเข้าถึงทรัพยากร อำนาจระหว่างรัฐ ระหว่างคนจนกับคนรวย และระหว่างผู้หญิงกับผู้ชาย

เราต้องการเปลี่ยนทัศนคติเรื่องความยุติธรรมสำหรับผู้หญิง สังคมต้องต่อต้านการกระทำอันอยุติธรรมต่อผู้หญิง แต่ต้องสนับสนุนประชาชนและขบวนการผู้หญิงที่จะส่งเสียง รวมตัว และเรียกร้องหาความยุติธรรม ผู้หญิงสามารถเป็นเจ้าของในทรัพย์สินและมีส่วนร่วมในการจัดการทรัพยากร สังคมต้องให้การรับประกัน “งานที่มีคุณค่า” และค่าตอบแทนในการดำรงชีวิต ซึ่งสามารถให้ความรู้สึกมั่นคงและปลอดภัยไม่ว่าจะต่อครอบครัวหรือชุมชนของเรา และที่สำคัญ การให้ความเคารพต่อการตัดสินใจ ต่อสิทธิเหนือตัวร่างกาย เพศวิถี และการดำรงชีวิตของเรา

เราต้องการขจัดอคติของสังคมที่มีต่อพนักงานบริการ สังคมต้องเปิดตาและเปิดใจที่จะยอมรับเส้นทางดำรงชีวิตใหม่นี้ พร้อมทั้งตั้งใจฟังเสียงของเราจริงๆ และให้การยอมรับว่าพนักงานบริการก็คืออาชีพหนึ่ง โดยปราศจากอคติและการเลือกปฏิบัติ

เราต้องการเปลี่ยนความคิดของสังคมที่มีต่อผู้หญิงข้ามชาติ โดยผู้หญิงเหล่านี้ต้องได้รับการเคารพ ไม่ถูกเลือกปฏิบัติหรือเหยียดหยาม แรงงานทำงานบ้านและแรงงานนอกระบบอื่นๆต้องได้รับการยอมรับว่าคืองานภายใต้กฎหมายแรงงานเพื่อแรงงานหญิงทั้งหมดจะได้รับการคุ้มครอง

เราต้องการให้การกดขี่ทางเพศจบสิ้นลง ให้การเอารัดเอาเปรียบผู้หญิงและเด็กหญิงชนเผ่าหมดสิ้นไปทั้งในด้านกฎหมาย ด้านการปฏิบัติ ด้านความเชื่อรวมทั้งในสังคม

พวกเราต้องการการเข้าถึงสิทธิด้านการบริการสุขภาพของผู้หญิงที่อยู่ร่วมกับHIVรวมถึงการสร้างทางเลือกด้านสุขภาพ และการส่งเสริมบทบาทผู้หญิงด้านการจัดการสุขภาพของตนเองให้มากขึ้นและ การจัดบริการของรัฐที่เอื้อต่อความต้องการด้านสุขภาวะทางเพศของผู้หญิงที่อยู่ร่วมกับHIVอย่างครอบคลุมรอบด้าน

เราต้องการเห็นรัฐบาลของเราให้ความสำคัญและปฏิบัติตามกฎหมายและนโยบายต่างๆทั้งระดับชาติและระดับสากล ที่ยกระดับสิทธิของผู้หญิงและเด็กหญิง อีกทั้งส่งเสริมความความยุติธรรมและความเท่าเทียมกัน

เพราะว่าวันนี้เป็นวันของผู้หญิง – เรา ผู้หญิง มาจากหลากหลายที่ หลากหลายสถานะ หลากหลายเชื้อชาติ หลากหลายชาติพันธุ์ หลากหลายความเชื่อและประสบการณ์ แต่จุดยืนของเราในการเปลี่ยนความคิด ปรับมุมมอง นี้เองที่ทำให้เรา เหล่าผู้หญิงมีความเข้มแข็ง เราเรียกร้องกับสังคมเสมอมา ไม่ว่าจะให้สังคมให้ความสำคัญกับเรา หรือแม้แต่เรียกร้องให้เข้าร่วมกับเรา เพื่อรับรู้ความแข็งแกร่ง ยอมรับความหลากหลาย เคารพความแตกต่าง และรับฟังเสียงเพื่อการเปลี่ยนแปลงที่มาจากใจของพวกเรา
